Cooper Construction built Henderson County's Human Services Building at 1220 Spartanburg Highway in Hendersonville, North Carolina.

It is two stories in masonry and metal panel under a white membrane roof, with curved roof panels waterproofed over the entrance and a hydraulic passenger elevator inside.

Fifteen years later the county asked Cooper back to expand Social Services onto the second floor. Cooper priced that scope with local subcontractors and assembled it in phases with three alternates, a shower room, a break room and an operable partition, so the county could decide what it wanted after it saw the numbers.

Cooper installed the HVAC for the second floor as well, tied into the county's existing building automation system so the county's own staff can run what Cooper handed over.

Cooper still holds the building's mechanical work. Two Peerless boilers went in in 2022 with new piping, PVC venting and gas piping, and in 2023 Cooper replaced the IT room cooling and added two Lochinvar Shield water heaters.
