Cooper Construction built the Thomas H. Thompson Emergency Services Center for Henderson County, North Carolina, on the site of the former Balfour School.

The building brings Emergency Management, EMS, the Rescue Squad and the Fire Marshal's office under one roof. Offices, training rooms for first responders, equipment storage and meeting rooms, laid out so the agencies that have to work a call together are not in four separate buildings when it comes in.

Cooper served as Construction Manager at Risk, pricing the work as the design developed and then carrying the risk on a guaranteed maximum price, so the county had a number it could budget against before the drawings were finished. The center runs to 60,099 square feet.
