Cooper Construction built the Etowah Area Water System Improvements for the City of Hendersonville. 

The work was a transmission main and the two structures that serve it. Crews laid approximately 14,700 linear feet of 12 inch and 8 inch ductile iron main through the Etowah community, carried it under roads by jack and bore rather than open cut, and made fourteen connections into a distribution system that stayed in service throughout. Twenty eight fire hydrants and ninety nine water services went in behind the main.

At the end of the line Cooper set a 500,000 gallon glass fused bolted steel storage tank and built a 946 square foot booster pumping station, which passed final inspection and took a certificate of occupancy from Henderson County. A new asphalt access road with seven cross culverts reaches the tank site off Eade Road.

Roads went back the way they were found. Cooper milled and repaired 2,748 square yards of NCDOT pavement along Morgan Road and overlaid the parking area at US 64 and Etowah Park Road.
