Cooper Construction has built water infrastructure for the City of Asheville Water Resources Department under seven separate contracts between 2013 and 2021. McGill Associates, Kimley-Horn, Cavanaugh and Michael Baker have each served as engineer of record across them.

The work runs from neighbourhood distribution replacement to the machinery that controls pressure across the system. Cooper replaced the water lines under the Grovemont and Scenic View neighbourhoods in Swannanoa, consolidated the Hendersonville Road main, bypassed the North Fork bridge transmission line, and rebuilt distribution across two areas of the City's Neighborhood Enhancement Program.

Across the two Enhancement Program areas alone, crews laid about seven miles of main, set 72 fire hydrants and reconnected 477 water services. On the control side Cooper renewed eleven meter vaults, installed twenty six zone metering stations, and set thirty five magnetic meters from two inch to fourteen inch.

In 2021 the City brought Cooper back to Sondley Road. Cooper had installed the Lower Sondley pressure reducing station six years earlier. This time it demolished and replaced the Upper and Middle stations on the same road.
