Cooper Construction built the Public Safety Training Facility at Blue Ridge Community College in Flat Rock, North Carolina.

It carries about 50 of the college's public safety programs and courses, training law enforcement, fire and rescue and emergency medical crews from across western North Carolina. It meets the state requirements for the college's Basic Law Enforcement Training Program, and the indoor space reconfigures for whatever is being taught that week. The driving simulator inside it puts students into conditions you cannot arrange safely on a road.

The building is 6,378 square feet and went up next to the college's existing Fire Training Center on the Henderson County campus, three miles from Cooper's office. When it was finished Cooper donated the American flag that flies over it.
