Cooper Construction built the utility improvements for the Town of Black Mountain. The contract took a private manufacturing facility off its own utilities and onto the Town's public water and sewer.

The larger half of the work was water. Cooper built a booster pump station on the Black Mountain Interconnection, a pump house with a generator alongside it, a heated backflow enclosure and a meter vault, on the Town's shop lot off US 70.

The sewer half ran new gravity main to the same facility. Where the line crossed under the highway it went through by jack and bore, 346 feet of 36 inch casing, ten feet of which was driven through rock once rock was encountered.
