Cooper Construction was the general contractor for the Town of Fletcher's community park on Howard Gap Road in Fletcher, North Carolina. It opened as Fletcher Community Park in 1999, and the Town renamed it Bill Moore Community Park in 2018.

The Town bought the land, a 60-acre former sod farm, in 1996. An old asphalt landing strip still ran across it. Cooper tore out the landing strip, brought in almost 18,000 cubic yards of fill, and graded the ground into four ball fields and four soccer fields, with storm drainage and a fully automatic irrigation system beneath them.

The ball fields got their fencing, foul poles, and infield dirt, plus eight dugouts under metal roofs. Cooper built the block concession and restroom building and the playground, laid the underground wiring and concrete bases for the field lights, and paved the roads, the parking, and the walking trails along Cane Creek.

The Town held its grand opening on April 24, 1999, and ball games started on the four fields that day. They have been in play ever since.
